One of the files you extracted in step 2 is called "Setup.exe". Locate and run this file. This will install all the components, and add all the registry entries, required to run the Picture and Sound Show. There is no need to restart the computer or Windows. The Picture and Sound Show will normally be installed into the Windows System directory. If the setup program cannot write to this directory, it will install the Picture and Sound Show into the Windows directory instead. After installation, the Picture and Sound Show may be activated by selecting it from the list of screen savers in the desktop properties dialog box.
